Mr Fogarty, in his circular minute of 21 November, requests a meeting for discussion of the preparation etc of Country Policy Papers. The meeting is to be held at 3 pm on Tuesday 29 November. Mr Stratton, who will attend, has minuted: -

"This meeting has now been arranged for 3 pm on 29 November. Does this exercise apply to us, and, if so, have we any views? Mr Bridges shorter version of Country Policy paper seems long enough to me!

WIAD, PDTD and DTEU have, over the past year, spent considerable time on the preparation of Territorial Studies/ Country Policy Faper. The latest position as far as I am aware with regard to these papers is as set down in my undated minute (but despatched on 29 June 1977) to Mr Glason, Organisation Department, ODM (copy attached).

Mr Burton, Organisation Department, ODM, in his minute of 27 October to Mr Duff stated that the papers which DT Division have prepared should be considered special studies and should not be considered as Country Policy Papers unless, as happened in the Gilbert Island case, the meeting chaired by the Deputy Secretary to discuss them decides that they should be deemed to be equivalent. Mr Burton went on to say that ODM would like to receive copies of the finished papers when available adding them to ODM collections of CPPS but neither circulating them to CPP circulating lists nor re-submitting them to ODM scrutiny.

4. In view of Mr Burton's comments it appears that DT Divisions Territorial Studies/Country Studies of DTS are outside the specific area of Mr Fogarty's discussion. However, It is possible that reference will be made to them at the meeting.

5. Surely we should resist any suggestions that DT Division should again undertake further Country Studies just because ODM wishes to revise the format?

I understand from Mr Burton's minute that you are in touch with Mr Glason about Territorial Studies Papers and perhaps you would like to inform Mr Stratton of any development?
