1. The High Commission in Ottawa have been approached by

a member of the Caribbean Division in the Canadian Department of External Affairs for a report showing progress towards independence of British dependencies. I have prepared the attached draft letter and schedule showing the position in all our dependencies, as well as the Associated States, and should be grateful if you would be good enough to amend or approve the drafts as is appropriate in your case.
