1. I do not think it is necessary for Mr Stratton to do more than confirm the position we have already reached with ODM's Organisation Department and that when our studies are complete we will of course send them copies.

2. The position on these in WIAD has not moved in the last three months. We have near final drafts on Turks and Caicos, BVI, Caymans, Anguilla, Montserrat and St Helena.

3. What I had hoped were final versions of the BVI as the most likely to go to independence and St Helena as the least were submitted to Mr Stanley in August. He found these in- adequate in that we had not really tackled in hard policy terms what we needed to do in BVI to persuade them to take the final step into independence once their annual budget was balanced.

4. As regards Mr Bridges' proposal for a new format for a country policy paper this certainly looks simpler than the format we are currently working on and I see no reason why we should not adopt it when these next come to be rewritten. But Mr Beattie may have views.

In general the need for the orthodox country policy paper for the Caribbean dependencies is very small because the Development Division produces annual economic surveys and a three year rolling development "plan" which is agreed with the local government and forms the basis on which the Development Division advises us on the figures to put forward for the framework exercise and makes its own decisions on individual projects.
