HEAD OF MISSION CONFERENCE IN 1978

1. M & CD tell me that there is no question of a meeting of any of their Heads of Mission in 1978. Their Central American posts met in Panama in September 1976 and the Caribbean ones in January 1977. Once in three years is the usual pattern.
2. The second half of 1978 may seem a bit soon for a meeting of OAGS but:-
a) the only costs for the FCO are the passages of the one or two attending from London;
b) with between one and four independent Associated States and another year's budgetary aid struggle there may be quite a new situation on the constitutional front;.
c) by November 1978 there will be new Governors in the Caymans, BVI and Anguilla and a new Head of DevDiv and of WIAD.
3. It will therefore be a good time to rehearse the issues we posed in February. If the meeting were to slip into 1979 no great matter.

If you agree that we should bid for this the, information required in paragraph 2 of Mr Crowe's minute is as follows:
a) Eastern Caribbean, mainly dependencies and remaining Associated States. Meeting would be attended by
British Government Representative (or his equivalent at the time)

b) It will be timely to review with the three new OAGS and the new Head of DevDiv the progress of decolonisation and the prospects for the future, our waning powers to govern our remaining dependencies effectively and to decide if any new policies are necessary;
