SUGGESTED AGENDA

How do we provide senior staff for the remaining Dependent Territories in the 1980s? Do we agree that leaving aside Hong Kong, staff will have to be provided from the Diplomatic Service? ( Mr Stewart's paper of 22 June refers.)
