Feels that DS Governors lack the 'sixth sense' of an experienced

dependency administrator. Management of ExCo or Council of Ministers,

public service management, budgetary knowledge etc and trying to be

better politician than the politicians still essence of job. Why not

use HMOCS officers to age 60 and reintroduce 5 year tours? Or if DS

officers used, create post of 'Inspector-General'. Caymans will

require British judge (CJ) and AG. Approves of seconding HK officers

to FCO DT desks.

HMOCS officers should continue to 60 like DS. Average diplomat without

Colonial experience of limited value in DT. What is needed is:

a) knowledge of how machine works - more than his Ministers;

b) instinct - better politician than other politicians must not stand on dignity as diplomats must sometimes do; c) must be trusted by

Ministers and not ruin this by having to insist on finance for

Govt House etc rulings should come in writing from London;

d) must be trained to take decisions executive action in DS

restricted. There should be enough suitable material available

including ex-HMOCS DS officers (several have HQ experience as well

as field).

What about ODM officers with colonial experience? Disagree with para 8 of paper - what is need is colonial experience of persuading

and blarneying people into doing right thing.
