1. You should see and retain the attached copy of Mr Watson's letter to me of 29 June commenting on your paper about staffing the dependent \territories in the 1980s.

2. You will note that Mr Watson wants us to retain the requirement for either a Chief Secretary or a Financial Secretary but that we are unlikely to need to fill the post of Attorney General. I suggest that the Attorney General stay on the list as a faint possibility for our successors to consider when the time comes.

As regards the Monson doctrine aspects of a second expatriate I cannot think of a post where the Governor is more intellectually isolated than in Grand Turk. I therefore wholly support the need for a second expatriate. But we should not present this case if we ever have to make it for the reasons given in paragraph 3 of his letter since we have been managing with island Chief Secretaries in the BVI and the Caymans for quite a time.

4. As you know I share your view that experience in "a large district in colonial Africa" especially when this was more than 10 years ago, is pretty irrelevant. However, I think your answer to paragraph 7 would be that, if your proposals get off the ground,it would be everybody's aim to make a posting to a dependent territory of a middle level manager acceptable as a normal part of any DS Officer's

career.
