STAFFING THE DEPENDENT TERRITORIES IN THE 1980s

1. So as to concentrate our minds on the problems of finding Governors and senior administrative, judicial and legal staff for our remaining dependent territories in the 1980s, I have produced a paper setting out the position as I see it and offering some ideas on future planning. I enclose a copy herewith.

2. As the sources of suitable staff for service in dependent territories dry up in the coming years, Hong Kong officers may become the only feasible alternative to DS officers since the remaining ex-HMOCS officers will all have retired.

3. The Permanent Under-Secretary proposes to hold a meeting in September to discuss my paper. It would be helpful, therefore, if I might have your views on it in the course of the next month or so.
