Senior staff for the remaining Dependent Territories in the 1230s

The basic thesis of Mr Stewart's paper of 23 June was accepted. Sendor Dependent Territories jobs will in principle be found from serving members of the Diplomatic Service when a suitable HMOCS officer is not available. This decision will not exclude, where appropriate, a wider trawl among, e.g. recently retired senior of icers of the Armed Forces or serving officers from OD or, where appropriate, other Whitehall Departments, e.g. Treasury. The PUS said that he would mention this problem soon at one of the meetings of Permanent Under-Secretaries held by Sir John Hunt.

The Personnel Section of HKGD to be transferred to Curtis Green

There was general agreement that this was a desirable solution. But it was agreed that a decision on timing should be delayed until sometime in 1978. It would probably not be desirable even at that time to transfer respc isibility for members of HMOCS serving in Hong Kong away from Hong Kong Department.

Appropriate Career Planning in the Diplomatic Service

It was agreed that it was desirable to establish within the Diplomatic Service a small cadre of officers with some Dependent Territories' experience who could be employed by the Dependent Territories themselves or on Dependent Territories' desks in the Office. Mr Forster and Mr Stewart will discuss this question in greater detail during the week beginning 14 November.
