have served in a relatively senior post in one of the dependencies and who would thereby be qualified to serve at a later stage in their careers as Governor, Chief Secretary or Financial Secretary or to be Head of an FCO Department dealing with dependent

territories' work. We have started an exercise to establish a system of reciprocal secondments between Hong Kong and Whitehall and also to identify vacancies for secondments fron Whitehall to the other dependent territories.

4. It is essential that when choosing officers to be seconded to dependencies there must be no suggestion that these are being used as dumping grounds for sub-standard officers. Those chosen must be of a high enough standard to have at least the normal prospects of a good career in their present services.
