The extension of the term of office of Mr Laying has been agreed and has to be reported to the Board.

The substantive business for a DTSAB meeting to be held in June would be to decide whether they are yet able to appoint a new Commissioner for Anguilla: (the only acceptable candidate is Mr Wiggham from Hong Kong you, huye said you do not think

Mr Wallace is suitable. They will need to decide whether to appoint Mr Wiggham, to appoint the unnamed POD candidate or to postpone a decision until POD can name a candidate.); to agree the extension of Sir J Grandy's term of office (and, it would appear, that we have already been committed by Mr Hibbert to this extension); and to approve the MOD's nomination for a new Governor. I should be grateful if you would now instruct me whether or not I should go ahead with the preparations for a Board meeting on 23 June.

We are in a dilemma. I should be reluctant to see any more recommendations for Governorships go forward without proper consideration by the DTSAB. During the past year Governors have been appointed to the Falklands and Bermuda after only a "paper Board" which amounted to an endorsement of a single nominee. the other hand these papers show that it would be hardly justifiable to convene the Board, as planned, on 23 June in effect to confirm a probable single nomination for Gibraltar by MOD. (I say probable because we are still awaiting the MOD's response to the PUS's request for a candidate)
