Attached would you please find the record of the meeting held on 16 May as a preliminary to the DTSAB.

2. You have told me that you are not keen to postpone the DTSAB meeting until October because you feel that members of the Board would not necessarily be willing to accept the MOD's candidate for the post of Governor of Gibraltar on the nod and that you felt that there would be enough to discuss at a meeting in June.
3. The appointments still outstanding to be considered by the Board are as follows:
HM Commissioner, Anguilla
The present incumbent is due to leave in April 1978. He is a DS officer and POD have said that they will wish to bid for a DS replacement. They will not be ready, however, to make a nomination before October. We have only one available HMOCS candidate.
Deputy Governor, Bermuda
It is almost certain that Mr Lloyd will be offered and accept an extension to 1979 but we cannot go firm on this until the new Governor has taken up his post in the early autumn. Therefore the Board will be asked effectively to accept a fait accompli.
Governor of Gibraltar
The matters for the Board to consider are the extension of Sir J Grandy's commission (but see paragraph 4 below) and .to approve the MOD's nomination for a new appointment.
Deputy Governor, Gibraltar
It is already agreed that this will be a DS candidate. POD will not be ready to make a nomination before the autumn.
Governor of the Gilbert Islands
There is general agreement that Mr Smith's term of office be extended until Independence.
Governor of the Turks and Caicos
Mr Watson will probably leave about July 1978. POD will wish to nominate a candidate but will not be ready to do so before the autumn.
