The points you make have always been well taken in WI AD and I am sure you will understand that my letter to Wyn Jones was sent only after a good deal of argument with the keepers of the purse in the

·FCO. What we need is a watertight case for changing Colonial Regulations. Fortunately HK&GD are now thinking on the same lines and, after preliminary discussion with them, we think that any scheme should be enlarged to embrace not only maintenance of Government Houses but also payment of Governors' leave passages, which can be another source of irritation to our Caribbean dependencies.

3. The upshot of all this is that HK&GD will now consider ways of establishing and administering a new fund for these purposes. As we see it here, this will have a chance of getting off the ground only if its application is limited to the grant-aided territories and would therefore, if all goes well, rid us of our problems in Montserrat, Anguilla, Turks and, to a lesser extent, in BVI. I will keep you informed of progress.
