We spoke about your minute of 16 June to Mr O'Keeffe concerning the follow-up action which FFD will be taking on certain of the recommendations in Mr Morgan's report.

I pointed out that with the transfer of responsibility for work on Seychelles and the British Indian Ocean Territory from HKIOD to EAD from 29 June (the date of Seychelles' independence) it will make for confusion if Mr O'Keeffe's department continues to be known as "Hong Kong and Indian Ocean Department". Pending the recommended absorption of the General, Administrative, Judicial and Legal Staffing Sections of G & GD into the rump of Mr O'Keeffe's department at a later stage, the obvious title for the department with effect from 29 June, would seem to be "Hong Kong Department" We agreed that it would be useful if you were to consider the issue of an office circular explaining this change. I attach a draft for your consideration.
