If Hong Kong Government accept responsibility for recruitment of Hong Kong staff from November we will then be able to release
Mr Bay, Grade 9, but we would not like to see him transferred until 1
Mr Hall returns from a proposed visit to Hong Kong and the Pacific. Mr Hall should return towards the end of November.

above, in the next few months we expect Mr Bay's post to be abolished Mr Hall to go on part-time (resulting in only 3/5ths of his present time in the Office) and if Miss Daw has to be transferred we would be left with Mr Hiscock (Grade 9) as the only full-time member of staff
I consider that this is with any knowledge of this complicated work. insufficient expertise to ensure that Administrative, Legal and Judicial staffing matters are handled in the necessary manner.
