ADVISER ON AUDIT AND ACCOUNTING MATTERS

1. In paragraph 24 of his report on this department, the Home Inspector recommended that Mr Carter'a contract should continue to June 1976.

2. In fact POD wrote to Mr Carter on 20 July and 25 August extending his contract by periods of one month and at present Mr Carter's contract' is extended until 30 September 1976.

3. Mr Carter has in hand a number of matters of an advisory nature to FCO departments and he is also setting out the guide for desk officers for the processing of accounts received from Dependent Territories. Such a reference work is becoming increasingly important as desks are being‘ manned by staff with no previous experience of Dependent Territory work in general and detailed accounting matters in particular.

4. I understand that discussions are going on with ODM on the lines that Mr Carter might, in due course, be attached to their Finance Department as an Adviser, and this appears a very suitable way in which his knowledge and expertise of accounting matters in the DTs can be made available to ODM. However, as Mr Carter will require time to wind up the projects he is at present concerned with in the FCO, and in particular complete the guide to desk officers, I would like to put down a marker, I did in my minute of 1 July to Mr Farrar, that Mr Carter should remain in the FCO until the end of 1976 and then move to the ODM from the beginning of 1977.
