Summary Translation
Identical representations dated 20.5.76 addressed to
H.M. the Queen and Secretary for Commonwealth and Foreign Affairs from
Mr. CHENG Yam-on, Chairman of N.T. Chairman of Society, Fraternal
Association Ltd., give credit to H.E. Sir Murray Machehose for his
brilliant leadership and request that H.E. be asked to stay in Hong
Kong to work for the welfare of the people here.
Hong Kong managed to tide over the oil crisis, the global
recession and the setbacks on local industries and trade during H.E.'s
term of office. All government policies were geared to tackle existing problems and the measures taken were very effective. The setting up
of the Consumer Council was one of the many examples of H.E.'s concern
for the residents. The council has functioned as a useful instrument
to protect the interest of the public against the profiteering merchants.
Among the chain of successful programmes initiated by H.E. were the keep Hong Kong Clean Campaign, the ban on addictable drugs and the deterrant
measures to restore peace and order. H.E.'s dedicated effort in rooting out corrupt practices also won enthusiastic support. The Fight Violent Crime Campaign should have been a success if capital punishment has been restored. However, H.E. has tried to convey Hong Kong people's view on
capital punishment to the British government. As regards the defence
costs, H.E. has shown his sense of responsibility in bargaining for a
smaller share for Hong Kong. The Mass Transit Railway and the 10-year
Housing Project are also evidences of H.E.'s concern for the welfare of the people.
The writer requests that H.E.'s term of office in Hong Kong be
extended so that the meritable projects will not be left half-done.
