2. The impulse generated by Sir Peter Thornton's visit to Hong Kong in October is clearly being carried forward. Bearing this in mind, and that fact that it is up to Mr Kinnear to keep us informed (as he is doing) about the Joint Study, I do not think that it is necessary to raise the matter with Mr Haddon-Cave. More generally, my view is that the Hong Kong Government in particular have been, and are, doing their bit to promote British one exports (see, in this connection, my minute of 19 November about a quid pro quo on the GSP). Rather than raise the matter with Mr Haddon-Cave, I think our efforts might now be better directed towards encouraging the DoT and ECGD, as appropriate, to respond positively to the proposals that are being advanced.
