1. At a meeting with Sir Feter Thornton PUS, DoT in Hong Kong last October concerned with increasing British exports to Hong Kong, a suggestion of the Financial Secretary was agreed to the effect that a Working Party should be established in Hong Kong immediately and that these subjects should be included:

(a) to find out which British exporters had succeeded in

the Hong Kong market, how and why, and to use this information as the basis for identifying, encouraging and advising other potential exporters;

(b)

to advise the Governor, the Colonial Secretary and others who carry weight with the media, which groups in Hong Kong were worth talking to about encouraging trade with Britain.

Representatives from the Economic Services Branch, the Department of Commerce and Industry, the Trade Development Council, the British Trade Commission would, with others, form the Working Party.

3. During the visit of Mr Haddon-Cave we should ascertain the progress of this Working Party and seek to obtain copies of its reports.

Since Mr Duffy wrote his minute we have seen the BTC's CREDA Tels. Nos. 74 and 75 of 2 and 3 December. These telegrams show that the Joint Study Group on British Exports to Hong Kong has held its first meeting. (I do not think we have yet seen a copy of Mr Kinnear's letter of 26 November, referred to in the second telegram, which contains a full report of the meeting, but if it is not on its way to us, we can obtain a copy from the DoT.) Both the telegrams and Mr Kinner's letter of 22 November about British technicians for the China Light and Power Co. contain proposals which, if agreed, would evidently improve opportunities for British exporters.
