1. Mr Bridge, Hong Kong Government Security Branch, has

FLAG Awritten to Mr Wilberforce about the Requisitioning of Ships 19/10.

Order 1969.

2. The latter, which is unpublished and refers to contingency powers that might be invoked in the event of an invasion of Hong Kong, was the subject of some discussion at the end of August between the DOT, Defence Department and the Hong Kong FLAG B Director of Marine, and it was agreed that the FCO (the papers

are on HKD's files) would undertake a review of the Order.

Mr Wilberforce informed Mr Bristow, the Hong Kong Deputy Secretary

FLAG for Security, of this by letter on 6 September.

3. The review is in hand and it will very soon be necessary to develop it further through consultation with Hong Kong. Meanwhile, I attach a draft, agreed with Mr Wickson, which

Mr Wilberforce may wish to send to Mr Bristow.
