GOVERNOR OF HONG KONG'S VISIT: LORD GORONWY-ROBERTS' MEETING

Mr Bacon, to whom I have spoken, has said that he would have no objection to our circulating the provisional Agenda and the background paper for the first item to all those, including the Governor and Mr Haddon-Cave, who will be taking part in Lord Goronwy-Roberts' meeting. I attach a draft minute for this purpose.
2. Mr Bacon has confirmed that he does not want the "Talking Points" which we prepared for possible use by the Secretary of State. He did raise with me the question of Lord Goronwy- Roberts having a briefing meeting before Thursday morning. I said that, if past form were followed, I would expect Mr Cortazzito try to have a word with the Minister of State before the meeting begins but that I did not, of course, know whether that would be Mr Cortazzi's intention this time.
