The paper said: "If we do not take effective steps to meet the manpower shortage in line with the development of high-technology industries, we cannot hope to survive in highly competitive markets."
LAW AND ORDER
Sing Pao (October 8) and SING TAO JIH PAO (October 9) called for the reinstatement of the death penalty as a deterrent against violent crime.
SING PAO said: "Most of Hong Kong's neighbours have maintained law and order through the imposition of stiff penalties.
"Hong Kong will be an even better place to live in if we follow their example and introduce heavy penalties against criminals.”
SING TAO said: "Crime is still one of the our more urgent problems, and should be placed on the same level, if not higher, as other problems such as housing and social welfare."
The paper urged the public to keep up their efforts in fighting for the rein- statement of the death penalty in Hong Kong.
SING TAO in two other editorials (October 7 & 10) said although Hong Kong
had achieved certain results in the fight against crime, she must constantly be on the
alert to prevent any relapse.
The paper suggested that the authorities strengthen its career guidance for youth as one way of preventing a rise in the crime rate.

one could judge from the Governor's speech that Hong Kong's future was bright. But it said that there was no room for complacency about the present achievements and people should strive for greater success.
