people from being too dependent on the Scheme.

WAH KIU YAT PO (October 8 & 11) welcomed the proposed amendments

to the labour laws, describing them as "a correct policy" which would cut down on labour disputes and facilitate industrial development.

But it warned the Government that while it must protect the interests of the workers, it must not endanger production and investment.

WAH KIU urged the employers to pay more attention to providing welfare benefits for the workers.

"Strictly speaking, the workers will derive more from welfare benefits than from salary increases,” it said.

WAH KIU MAN PO (October 9) said the final and most important step which could be taken by the Government with regard to social welfare was the establishment of a social security system.

Industrial Estates

WAH KIU YAT PO in two editorials (October 7) commented on the Governor's view that "a major contribution can be made through the concept of industrial estates.”

WAH KIU said the setting up of industrial estates would undoubtedly be a great attraction for overseas and local investments, and would also serve to expand Hong Kong's industrial base.

The paper urged the authorities to give top priority to those industries which would help to raise the standards of technical skills and the quality of products, promote scientific management and provide employment opportunities.

"The screening of applicants must be precise but not slow, because unnecessary delays would reduce the effectiveness of industrial estates," WAH KIU said.

In connection with the widening of Hong Kong's industrial base, WAH KIU said that industrialisation had led to a shortage of skilled labour.
