Thank you very much for your letter of 5 August enclosing a list of consultants employed in Hong Kong during the last
Gwo years.
2.I must admit that I had no idea of the scope of your consultancy programme or of the number of experts of various kinds that have come to you. Many of those listed (Smoke Abatement Advisers, instructors in mountain rescue or tool and dye making) are not really relevant to paragraph 33 of the Planning Paper. On the other hand, the number of outsiders employed in the Secretariat and in, for example, the Social Welfare Department are really very impressive' indeed.
3. I hope to come to Hong Kong at the beginning of October. with some ideas for intensified communication between your Government and ourselves here for discussion with yourself and your officials.
