decided you will be visiting Hong Kong from 2nd to 16th October and we all look forward to seeing you.

The recent covering despatch to the Planning Paper referred to the submission of reports. You may remember that we spoke briefly about this in London and agreed that we should leave over the modalities for discussion during your visit.

Clearly the key to this lies in selectivity and a very clear definition of what the Department needs. Our information tends to be available in administrative form. That is to say in very great detail, whereas I imagine what you, or rather Ministers, want is something in pretty general terms indicating what the long and short- term targets are and whether they are being hit.

I also suspect that a very wide range of important Government activity is of very little interest in Whitehall, though crucially important to Hong Kong. On the other hand one cannot understand the possibilities in the areas of interest to Whitehall unless the whole picture is understood.

I will try and get some material ready for your visit, but meanwhile you might like to be giving some thought to it on your own.
