1. Sir Denys Roberts is calling on the PUS tomorrow at 4.30 p.m. Sir Denys is in London primarily to help with the redrafting of the Planning Paper to take into account, where possible the views of the Governor. The PUS might accordingly wish to enquire
into progress on this.
2. The PUS may remember that the Governor expressed serious reservations about several aspects of the Planning Paper during discussions with Mr Cortazzi in Hong Kong on 21 May (record attached). There was also a meeting with a larger group of officials (nearly all of whom had not seen the Planning Paper) at which I understand the officials presented the standard defence of existing policies.
I attach a record of this meeting recording some of the points then made. Subsequently, we received the redraft of the Paper incorporating points where the Governor believed our analysis of the situation in Hong Kong was at fault; and proposing a rather different approach to the problems there outlined. I attach copies of the Planning Paper and of the Governor's redraft. His covering letter to me will also be of interest.
3. I and members of my Department have had a useful series of meetings with Sir Denys and hope to be able to produce another version of the paper incorporating points from the Planning Paper and the Governor's redraft. I was to some degree concerned about the possibility of marrying two documents which started from rather different premises; but I think we are in sight of a draft we can live with and which Sir Denys believes is more likely to be acceptable to the Governor.
4. In the first place, the Governor seemed anxious to counter what he believed to be criticisms of himself, his officials and
his unofficials, with a stout defence. I, on the other hand, believe that the purpose of the Planning Paper was to set out
