I can see the arguments for gradualism. We probably need a reference to Macao plans if only to emphasise that they are not necessarily relevant in the entirely different circumstances in Hong Kong. MPS are likely to put questions on this aspect.

Para 17(b):

"Change of any sort" this is surely too stark.

Para 19:

I should be grateful for Mr Lipsey's comments. Is "difficult" strong enough in the circumstances?

Para 20:

The TUC view should be reinserted.
