I enclose a copy of the despatch you asked for about domestic policies in Hong Kong to complement that of 12th February about how its relations with China should be handled.

I did not think that the immediate aftermath of the Fabian pamphlet was the right time to write it, or the right time for it to be considered in the Department. In any case I needed guidance from the FCO about what was being written there, and what the scope of anything written here should be. It was just as well I asked for this as I had not realised from our conversation in January that anything as comprehensive was required. However here it is, and I only hope that it is the sort of thing you wanted, to meet whatever the require- ments your end are.

I take it that the objective of the consultations in London at the end of the month is clearance with the Secretary of State of the lines of a steering brief. If I am right in detecting some tension in the Office about this exercise, I believe that Goronwy-Roberts (perhaps with Tom McNally in the background) would be very helpful in keeping the temperature down and realities to the fore. if you can contrive to push the conduct of preparatory meetings his way as much as possible I believe it would be beneficial.
