Hong Kong was the psychological one of changing the attitudes of local senior officials and Unofficials. In my view it is possible to place too great a burden for this on any Governor, particularly after a few years in Hong Kong. For this reason I have greatly modified the last section of the paper on British/Hong Kong relations, to suggest ways of promoting greater understanding with the Colony more generally.

It is difficult to predict the Governor's reaction to the draft planning paper when he sees it but I would hope he could be persuaded to treat the issues as temperately as he has done in his Despatch.
