Your Excellency,

We learn with delight from Your Excellency's announcement following the meeting on 8th October that there will soon be seats for worker-representatives at the Executive and the Legislative Councils. Such innovation accords well with the spirit of freedom and democracy and testifies to the Government's wisdom and willingness to keep abreast of the times. Our only complaint is that the labour representation is still not adequate. In terms of population size, expertise and the number of votes, the limited number of worker- representatives will have no significant influence. Above all, they cannot fully represent public opinion or fight for the interests of all citizens of Hong Kong. We therefore ask for fair treatment and a seat for our Party at the Councils.

We further request Your Excellency to allow our Party to send an observer to all future regular meetings of the Executive and the Legislative Councils. A good knowledge of Government measures will help our Party serve the public and build a better society.
