I am authorised by the Governor to reply to your letter of 21st April 1975 in which you put forward various suggestions.
2.
As regards your proposal on the appointment of a 'Royal Commissioner for the Protection of the People', to channel public grievances, I am sure that you are aware of the many channels which already exist, such as the UMELCO Office, the City District Offices and District Offices and the Urban Council Ward Offices, all of which have been set up to help people who might have grievances against, or difficulty in dealing with government departments.
The Governor has further authorised me to say that the views of your Party on the establishment of an autonomous Government in Hong Kong have been noted.
