1. Thank you for your letter SCR 3/3571/71 of 6' August.

2. We are most grateful to you (and the Special Branch) for giving us such a full account of the activities of the various New Left groups. We were particularly interested to learn of the atţi- tude of the local Chinese Communists towards them. We occasionally receive enquiries about these groups - Mr Frank Allaun MP wrote to Ministers some months ago about the Revolutionary Marxist League and the material you have provided will come in very useful in dealing with any further enquiries.

3. We have noted your conclusion, (paragraph 13 of your letter) that the threat posed by the New Left to the internal security of' Hong Kong is out of proportion to its actual strength because of the potential of irresponsible adherents for exploiting local issues in a manner likely to lead to violence. It sounds, therefore, that it will continue to be necessary to watch them. For the moment, however, I cannot offer any particular comments on the Special Branch's assessment.
