straw for sale to the Government. The proposed visit was aimed at satisfying donors to the Fund that there was an experienced UN "presence" in Turkey. at this crucial time. The Turkish Deputy Representative, Refat Arim, it seems, was even reluctant to report the proposal for the visit to Ankara. Arim argued that this whole subject is so sensitive domestically in Turkey that it would not do to complicate matters by having foreigners on hand.
4. Finally, Davies conveyed to me a request from Harvey Wellman, Deputy Director of UNFDAC, for HMG to quantify the value of the free assistance we have provided, and are providing, in kind to the operation of the Fund e.g. the cost of training facilities. This information would be useful to UNFDAC in presenting a satisfactory picture to the Americans (who incidentally charge the Fund for training facilities they provide) of inputs to the Fund: there is talk of the Americans reducing their contribution to UNFDAC to 60% of the total of the other national contributions, and hence Wellman's wish to improve the overall picture of contributions, especially now that we have decided not to contribute cash for 1975/76. It would be particularly helpful if a figure for previous contributions in kind could be got at for quoting in the letter we have recommended to be sent to Martens about the suspension of our cash contribution.
