1. I have just discovered, during a conversation with Michael Davies 6 at UNFDAC, that one of the points made by Martens and reported in my Go) letter of 9 June, was not quite accurate. Specifically, UNFDAC have
budgetted $1 million - and not $1.5 million for control in Turkey during 1975, of which, they expect $700,000 will be spent. UNFDAC money has not yet been committed to the purchase of multi-spectral aerial survey equipment and aircraft. Such equipment would itself cost around $1.5 million and it is not decided that UNFDAC will pro- vide funds for this purpose. I should also record that, according to Davies, the man earmarked to become Director of the Fund is Ambassador Ten Bos, lately Netherlands Ambassador to Bonn, and not their man in New York.
2. According to Davies, Martens is in some trouble with the UN Headquarters over the Turkish deal reported in my letter under refer- ence. Apparently he has just received a pungent telegram from Davidson, the Under-Secretary-General for Administration and Management, complaining that Martens did not follow UNDP negotiating procedures (whatever they are) when dealing with the Turks. Martens has replied that UNDP procedures are applicable when dealing with governments that normally eagerly want long-term development aid. The Turks, on the other hand, are (or are playing) very reluctant. Moreover, the Turks are already, it seems, in violation of the arrangement since they have not yet issued the expected decree announcing the agreed price of TL 18 per kilo of poppy straw, which they should have acted on last week. The delay is due, according to the Turkish Mission here, to an internal squabble over who in the Government should take the credit for the favourable price negotiated. If the Turks do not move soon, Martens might be forced to abrogate the arrangement, which might at least put him in better books at Headquarters. However, Davies considers that this latest contretemps with Headquarters will almost certainly put the seal on his fate at UNFDAC and may also affect his future at the Division.
3. A further difficulty on the Turkish front is an evident great Turkish reluctance to allow Manby and Emblad to go to Turkey next week to be present in the country during the critical period when farmers might be tempted to lance their poppies instead of harvesting pppy
