Thank you for sending us copies of horman Holph's letters of 20 and 22 January,

I have discussed with the relevant CO Departments who were Elad to see that he has hoisted in the wain point, which is that we must have nothing to do with Cowell's or wolff's schemes.

ita regard to the fifth para_raph of Rolph's letter of 22 January we suspect that he is now clutching at the only straw still remaining in sight; if Ne win is thinking in terms of a purchasing Agreement with the insurgents (and this is highly speculative) we are sure that he would not need to use a maverick American Congress nan as a go-between.

The point raised in the fifth para raph of the letter of 20 January is interesting but in view of its source we must ask you to ensure that Norman holph does not raise it at Geneva.
I don't think any further briefing is necessary.
