As Jerry Jansen may have reported to you, he, Jack Cusack, Norman Rolph and I had a most useful discussion in Geneva during the Nar- cotics Commission about the future of the Tripartite meetings. It was agreed that I, as the potential host for this year's meeting, should write to the other participants setting out our conclusions and stimulating further action.
It was generally agreed that the previous meetings have proved of substantial operational value, particularly for Hong Kong and especially the meeting which we had in Washington last year. Last year's meeting, we considered, was in the ideal form a short meet- ing with a tightly drawn agenda covering
(i)
descriptions of trafficking
(a) in South East Asia,
b
into and through Hong Kong,
(ii)
(iii)
c) into the United States and
(a)
into Europe,
an account of action taken to implement agreements reached at the previous meeting and
discussion of areas for further action.
We considered, however, that the case for a meeting this year was perhaps not quite so clear cut, and I undertook to solicit your views and those of Norman Rolph on whether we should have a meeting this year.
Speaking for the United Kingdom, we have found it of value to meet at this level with our counterparts in Hong Kong and in the DEA and it has certainly enabled us to inform ourselves of the heroin trafficking situation to the extent, that it affects us and to identify some areas where we could develop better liaison.
