The ICRC received a report dated 12 August from the special representative of the Republic of South Vietnam in Hanoi listing the distribution of ICRC relief supplies. However, the ICRC delegation

have not so far been allowed to visit areas outside Saigon.

They have

the impression that the activities of the Red Cross of the Republic of

South Vietnam are very limited. The latter have reported that they

assisted several thousand families in and around Saigon in June and July, but have not reported on other distribution of ICRC relief supplies.

UNHCR Further Appeal for Long-Term Rehabilitation in Vietnam Indo. China

7. The London office of UNHCR have indicated that a further long-term

appeal is to be made in the next few weeks. Details are not yet

available.

Possible Appeal for Cambodia

8. The FCO have suggested that it is possible that Prince Sihanouk who

expected returned to Cambodia recently and is shortly due to address the General Assembly of the United Nations will make an appeal for Cambodia.

The TCO consider that, if so, such an appeal would be worthy of

consideration for an allocation from the funds already earmarked for

Indo China relief, Cambodia probably has the most acute human problems

in Indo China at the present time.
