1. I should be grateful for any comments or for a paragraph you may wish to include in the attached draft reply from Lord Goronwy Roberts to Sir Frederick Bennett's letter of 7 June about resettlement of Vietnamese refugees.

2. The main point is Sir Frederick's letter seems to be for further information on our response to the High Commissioner's approach to about 30 Member States of the UN on the number of refugees they would be prepared to accept. The admittance of these refugees into the UK is à Home Office matter and the Home Secretary has made clear the criteria for their admittance. He has written to Sir Frederick on these lines and has denied political partiality between Chilean and Vietnamese refugees. The Immigration Nationality Branch of the Home Office have told me that they have not yet responded to the High Commissioner's approach but await further developments.

3. On 29 May the High Commissioner informed governments that his assessment is still underway but in the meantime he has appealed for funds. This appeal is under consideration at the ODM.

You will see from Mr Hattersley's reply of 2 June to Sir Frederick's previous letter that the Hong Kong point is fully covered.
