Condemned Prisoner: LUI Kam-shing

Report by Home Affairs Department

Enquiries have been made by the staff of City District

Offices in both Kwun Tong and Kowloon City where the nearest relatives

of the prisoner and the victim live.

The prisoner's parents believed that it was out of self-

defence that their son, who had a regular job, committed the crime. The father, Mr. LUI Leung is a carpenter and painter. Although his

income is irregular, he and his wife receive regular contributions

from their children. The elder son is working in the Commerce and

Industry Department, a daughter is married, a daughter is a nurse in England and the youngest daughter is a factory worker.

According to Mr. PAT Shu-fai, the victim's nephew who owns

the restaurant in which the victim served as a caretaker, the victim

had no dependents in Hong Kong. Apart from an elderly sister and a nephew, i.e. Mr. Pat, the victim has no other close relatives. The

victim was a regular gambler and it would not be surprising if he got involved in monetary disputes with money-lenders. The sister of the

victim is dependent on her own son, Mr. Pat who is believed to be the proprietor of a chain of restaurants and is quite well off.

There is no significant public interest in this case but the sentiments of the kaifongs and other C.D.O. contacts are still strong on the question of death penalty. The consensus remains that the

capital sentence should be carried out as an effective deterrent to

the ever-increasing crimes of violence.
