ARE WE SATISFIED WITH THE PROGRESS BEING MADE BY ICAC?

1. Yes. The Commission has made impressive progress since it commenced operations in February 1974.

IN VIEW OF THE EXTENT OF CORRUPTION IN THE COLONY SHOULD NOT AN ENQUIRY FROM THE UK BE SET UP DIRECTLY BY HMG?

2. The Independent Commission Against Corruption should be given the opportunity to show results. The Commission has been in operation for little more than a year and in that time has accomplished much and has received an encouraging degree of public co-operation.

ALLEGATIONS THAT NINETY PER CENT OF THE HONG KONG POLICE ARE CORRUPT

3. The degree of corruption in the Police Force can only be a matter of speculation. There is no justification for alleging that 90 per cent, or indeed any particular percentage, of the force are corrupt. I have every confidence in the integrity of the majority of public servants in Hong Kong.

FUTURE EXPANSION OF ICAC

4. There are plans substantially to increase the complement of the Operations Department of the ICAC during the coming year. It already has an establishment of over 300.
