1. I attach a draft submission covering the draft replies to Mr Goodhew's two questions down for written answer on 6 August. We have been asked to return them to Parliamentary Unit by noon on Tuesday 5 August.

2. The suggested replies from Hong Kong are given in paragraphs number 576(b) and 576 (c) of their telegram number 742. I have altered these to try to give more direct answers and because both of them were too long.
