I enclose a reply I have received from Mr. Alan Ellis, following your letter to me dated 27th January. In view of the matters which are now emerging as a result of the setting up of the Corruption Commission in Hong Kong, I think it is important that Mr. Ellis's comments are forwarded to the Corruption Commission.

Previous Ministers, including myself, have investigated Mr. Ellis's case and found no basis for the charges that he made. If you ask to see the files of the various sub- missions made over the years, this will become clear to you. There is, however, a new situation now. The Corruption Commission has been established and is operating, and in view of this fact I think that some of the points made in Mr. Ellis's letter dated 5th February should be carefully considered again.
