I spoke to Mr Westbrook, Private Secretary to Mr Hattersley, on 20 February about the exchange Mr Hattersley had with Mr James Johnson MP in the House of Commons on 19 February following a PQ by Mr. Warren. I told Mr Westbrook that Mr Johnson had already written to Lord Goronwy-Roberts about the allegations made against the Hong Kong Attorney General's Office by Mrs Elsie Elliott and explained that we would be writing to Mr Johnson about this matter once the Governor's comments were received. I suggested, and Mr Westbrook agreed, that any letter to Mr Johnson from Lord Goronwy-Roberts might include a reference to the exchange

he had had in the House with Mr Hattersley, and that this would be sufficient to discharge any obligations which Mr Hattersley had

assumed.

2. I have written to the Colonial Secretary in Hong Kong to inform him of Mr Johnson's reference to this matter in the House of Commons on 19 February and to ask him for further information to enable us to reply to Mr Johnson's query.
