Hong Kong Administration and Unofficials who

had to obtain public acceptance of the agree-

ment, particularly if there was not a substantial

interval between announcements of a new Defence

Costs Agreement and any such restriction;

reference should be made in the Memorandum of

Understanding to HMG's commitment to the

integrity and security of Hong Kong and to

the undertaking of HMG to reinforce the garrison

in Hong Kong where necessary;

as a condition of agreement, a comprehensive

examination of the costs of the garrison should

be carried out by both Governments in 1977-78

or 1978-79.

Members noted that detailed fresh plans for the

future use of Kai Tak and Victoria Barracks would be

presented to Council in due course and that these plans

would include proposals for the use of Flagstaff House,

after its vacation by the Services.

Solicitor General (Mr G.C. THORNTON) and Mr E.B. WIGGHAM

attended before the Council for the discussion of this

item).
