Hong Kong Government is required to compensate

the UK Government for buildings, installations,

other fixtures or the land itself, when released

by the services;

the MOU should contain a list of all land to

be released by the services (including Sai Kung

and Dodwells Ridge) and the dates of releases;

as a condition of the agreement, the contribution

by the Hong Kong Government of 621% in 1977/78

should be made conditional upon the release

of Kai Tak before 31st March 1978, and the

contribution by the Hong Kong Government of

75% in 1978/79 should be made conditional

upon the release of Victoria Barracks before

31st March 1979;

as a condition of the agreement, it should run for a minimum of 7 (and preferably 10) years;

the terms of any proposed agreement should be

put to Executive Council and to Finance Committee

on 9th December before any final agreement is

concluded with HMG;

no announcement relating to any agreement should

be made without further reference to Executive

Council, which should have an opportunity to

advise as to the date of any announcement;

any announcement by HMG of the imposition of

further restrictions on the import of Hong Kong

products would be gravely embarrassing for the
