Relocation Data. In the time available, it is only possible to identify the units requiring relocation, the numbers of personnel involved and the esti- mated working area required. A complete schedule of what is required in terms of individual offices, operations rooms, circulation space and domestic service cannot be provided accurately within the time available for this report.

Essential Services/Facilities. Only those personnel and facilities which are essential for the support of the future HQ British Forces, the Hong Kong Squadron and water transport should be located in HMS TAMAR but these facilities could include services and some amenities for reasons of morale.

New Construction. Owing to the very limited time available for the design and construction stages, it will not be possible for all the new buildings to be "tailor made" throughout, although requirements such as secure areas, especi- ally strengthened floors, etc., would be incorporated.

Victoria Barracks. Planning should be based on the relocation of all units and facilities to scale now in Victoria Barracks, either in HMS TAMAR ci elsɛ- where. Although consideration of the future of Flagstaff House is specifically excluded from this report, the cost of its reprovision is included in the assess- ment of costs.

FACILITIES TO BE PROVIDED

Units and Facilities within HMS TAMAR. A schedule of the units and essential supporting facilities which it will be necessary either to retain in HMS TAMAR or to move there from elsewhere is set out in Appendix 1. These elements were selected on the grounds that the following functions will be discharged within the area of the present HMS TAMAR after the entire relocation operation has been completed:

Command of British Forces Hong Kong, including intelligence support, admin- istrative and financial control.

Joint Service public relations activities.

Communications to the United Kingdom and to service units in Hong Kong,

Command and base support of the Hong Kong Squadron and water transport; and berthing with power supplies for visiting ships.

Essential local administrative support for the units and individuals carry- ing out the above functions, including single living accommodation and resses for those personnel whose work demands that they live on site.

Facilities to be Reprovided Close to HMS TAMAR. There are certain facilities, now located within Victoria Barracks, which are designed to house and serve those working in HQ British Forces, HQ Land Forces and supporting units, including key per- sonnel to meet operational requirements. Whereas it can be argued that these facili- ties could most economically be provided at Stanley, on ground now held by the Ser- vices, this would not meet the operational requirement for key personnel to be read- ily on call, in an emergency, to HQ British Forces when located within the MS TAMAR perimeter. Therefore a schedule of facilities to serve these key personnel is set
