a.

Para 2 last sentence: although this is not really my subject I would prefer the sentence to be amended to read

"Under the current 5 year financial agreement Hong Kong's contribution to the cost of the garrison amounts to about £8. a year on average.

This amendment seeks to overcome the difficulty of expressing in simple terms precisely what the Hong Kong Government's contribution amounts to.

b.

Para 3 last sentence: I would prefer to see the slightly less precise £42 M.
