1. In general I am very happy with the line taken in your draft note to be submitted to the Defence and External Affairs Sub-Committee on the costs of the Hong Kong garrison. I agree that it would be difficult to go further than this in a note at this stage.

2. I have one or two minor amendments to paragraph 3, which I hope will make the position clearer to anuntitiated reader:

INSERT "with the Hong Kong Government"

Suggest DELETE "future" before "garrison" as this could be confusing

and INSERT "further" before "reduced". The beginning of the sentence would then read:

"The garrison will therefore be further reduced

DELETE "to one comprising"

and SUBSTITUTE

"leaving the agreed minimum garrison of ..RL.
