In paragraph 2 of my submission of 20 October I said that I had sent a private message to Mr O'Keeffe asking him whether he had any points which he would like fed in at Mr Rodgers's meeting. (Mr O'Keeffe had told me before leaving for Hong Kong that he hoped to provide an up-to-date account of Hong Kong's thinking on the defence cost negotiations prior to Mr Rodgers's departure from London.)

I have now received a reply from Mr O'Keeffe which says that "Hong Kong are playing this [the defence cost negotiations] very close to their chest" and that there is nothing he can contribute at this stage.

The channel we are using to communicate with Mr O'Keeffe is a sensitive one. Given this and the fact that he has nothing substantive to report so far, I think that it would be better to say nothing about his message at Mr Rodgers's meeting. There would be no objection to informing Mr Andrew privately of what Mr O'Keeffe has said. He knows that we have a private line to Mr O'Keeffe.
