HONG KONG: DEFENCE COSTS
Barry Johnson has told me that neither of you has yet received the letter and enclosures which I sent to you on 5 July.
1.
2. I enclose a further copy of my letter together with copies of the exchange of telegrams which Laurence O'Keeffe has had with the Governor. Following comments by Geoffrey Fitchew I have made some adjustments to the draft telegram, which I enclose in its revised form. It is for consideration whether we should send the Governor comments on revaluation at this stage (see paragraph 3) and I think Laurence may prefer to hold these back until Ministers have considered the OPD paper. In any case even if we do not use it now, the form of words in paragraph 3 will be useful at a later stage.
3. I should bo grateful if you and Barry would let me have my commenta`aB Boon na possible.
